What is a Newtonian liquid?

Has no elastic properties. Newtonian liquids obey Newton's law of viscosity where shear stress-shear rate curve is a straight line through origin. i.e. shear stress = constant * shear rate. E.g. water, most aqueous solutions, silicones.
