B)It is not okay because there can't be sub teams within a scrum team. Every Sprint is meant for delivering a valuable and useful product increment as required in the Sprint Goal. If an outside item is raking the teams time, it is treated as an issue. If the team is forced by any authority, the scrum master needs to coach them about how Scrum works and facilitates removing this issue.
