They come as a consequence of upwelling systems or, simply, after dark/cold periods when a build-up of inorganic nutrients occurs. A large phytoplankon bloom takes place when these systems are irradiated by the sun (energy for photosynthetic organisms and increase in temperature). High primary productivity.
