For example Utilities: Need Large Infrastructure which can be Expensive to Build and Maintain, and should only be one of them -Deregulation may not fix Market Failures - still a need to tackle Negative Externalities, Consumer Inertia, Immobile Factors of Production -Deregulation may lower Safety and Protection for Consumers
